Berlin NH Trick or Treating Times and Safety Information Trick or Treating in Berlin, NH will be held at the stores and businesses in the Downtown area on Friday, October 30, 2009 from 3pm-5pm.

Trick or Treating for the entire City of Berlin will be on Saturday, October 31, 2009 from 5pm-8pm.

The Berlin Police Department wants to take this opportunity to remind Parents and Children of the following safety tips.

If you observe any suspicious or illegal activity please report it immediately by calling the Police Department at 603-752-3131 or dialing 911 in an emergency.

• Be sure walking areas are well-lit and free of obstacles.

• Keep candle-lit jack-o’-lanterns away from doorsteps, walkways, landings, and curtains. Keep them out of the reach of pets and small children, and never leave them unattended.

• Remind drivers to watch out for trick-or-treaters and to drive safely.

• A parent or responsible adult should always accompany young children.

• For older children going alone, plan the route that is acceptable to you. Agree on a specific time when they should return home.

• Only go to homes with a porch light on and never enter a home or car for a treat.

• Stay in a group and communicate where they will be going. • Carry a cell phone for quick communication. • Remain on well-lit streets and always use the sidewalk when available.

• Never cut across yards or use alleys.

• Don't assume the right of way. Motorists may have trouble seeing Trick-or-Treaters.

• Law enforcement authorities should be notified immediately of any suspicious or unlawful activity. We hope everyone has a fun and safe Halloween!!

Not along ago, few people had even heard of a short sale, which occurs when the bank agrees to discount the loan balance for a seller who owes more on his mortgage than the home is currently worth.

If you're in the market for a home today, you're almost guaranteed to be looking at some short sales. Nationwide, 14% of homeowners are currently underwater on their mortgages, calculates real estate website Zillow.com.

The good news is that short sellers are likely to still be living in the home and some may even be current on their payments. That means these aren't the run-down, distressed properties that you often find among foreclosures; in fact, there's a good chance that some of the most deluxe homes for sale in your market are underwater.

Before you get too excited about buying a short sale, know that they generally aren't, well, short. For the sale to go through, the seller's lender must approve the price and agree to take the shortfall as a loss. That extra step can cause the process to drag on three times as long as a normal home sale.

Know what you're getting into. In a short sale, you are dealing with several parties: the sellers, their agent and the sellers' lender. That's why a short sale can take anywhere between two and six months to execute, compared with about 30 days for a typical sale. Though many banks are willing to take a loss on a mortgage in a short sale if it means avoiding an even bigger loss in a foreclosure, with so many owners trying to unload properties, the lender's negotiators are flooded with short-sale offers. So if you're moving or selling another property, keep in mind that you'll likely need to budget for a few months' worth of rental payments so you have somewhere to live in the interim.

BERLIN, N.H. (AP) - The grand opening of a new ATV trail in Berlin, N.H., is planned for next month. The trail will allow ATVs to travel on selected city streets as a means of connecting trail systems at Jericho Mountain State Park and Success. The Berlin Daily Sun reports connecting the two systems will provide riders with close to 100 miles of ATV trails, with more mileage expected in the future. The grand opening is scheduled for Nov. 7.
